Default C90 Seems to lug down

My 2007 C90 at 55 - 60 mph in 5th gear seems to start lugging down and vibrating when climbing a small hill causing me to down-shift.
Has anyone experienced this? Is it normal due to gear ration on the C90? How to fix ...... run in 4th a lot ?

Perk, I just got my '17 C90T about a week ago, but noticed the same issue on my first outing. I'm coming from an '02 Honda Shadow, which is a 750, chain driven. I have limited experience a number of years ago on a bigger bike with shaft drive, riding my Dad's Gold Wing. The C90, in my extremely limited experience, is happier in an upper RPM range. Without a tach, for me it's a guessing game, because it's hard for me to hear the engine with a full face helmet on, especially at highway speed. I did get the vibration though, and it cleared up immediately when I downshifted. Maybe I read it wrong, but I think I read in the owner's manual to shift from 4th to 5th at 31 MPH. No way. Not on my bike. I think it would choke down. So for me at this point, when i get the vibration, I downshift. Would be great if some experienced C90 folks could shed some light on this for us.

Thanks for the reply SuzukiDawg
I owned and rode an '06 Shadow 750 which did seem to have better "lugging" ability. I've gone up hills in 5th gear on the 750 that I have to down shift my C90.
So, it sounds like C90 personality requires RPMs to be up a little higher than I'd like.
I'd like for it to run 60 in 5th and sound almost like its idling.
But in reality, 60 in 5th gear on flat ground seems to be just above the "struggling" point.
60 in the hills requires 4th gear.
