flutter sound from exhaust when i let off the throttle

Have a suzuki c50 2005......previous owner removed 1st plate and baffles........when I throttle up then let off it makes an ugly flutter sound......I gotta get rid of this sound.....don't wanna spend the money for new aftermarket pipes.......any suggestions?

Well.....took my chances and removed 2 more baffle plates in each muffler......wow......took away the weird piff piff sound as you let off the throttle......now I'm gonna do the 8 inch long fiberglass inserts to take out the high frequencies.....I think I will keep this bike now......always liked the look of the c50....just hated the exhaust sound stock.......but with baffle and 2 plates out in each muffler this really sounds nice now.

I noticed that flutter sound on my S40. I bought a 1400cc Intruder that has Cobra pipes, no fluttering anymore.
