1997 rm250 fuel issues...too much fuel

Was hoping to get a little advice this morning....ill try to explain what I've done and what my issue is...
1997 rm250....
Just recently bought this bike....got it home and tried riding...bike would start on 2nd kick and idle fine....anything over about 1\8 throttle it just called on its face, and sputters, and would get excess fuel out pipe.
Took carb apart and cleaned it all out...wasn't bad as far as dirty...checked to make sure jets were correct, and adjusted float level...(hoping I got it right).
Spark was a little weak,so I replaced plug and coil...have great spark now.
Checked reeds and they are in great shape.
Checked compression and it is well within specs as well
Put all back together, same issues. Will kick start and run good at a idle or a little bit of throttle, but would not wind out into power band.
Found exhaust valve unhooked, so we cleaned it all up and adjusted it.

Got to messing around, and if you close the fuel petcock while its running and wait about ten seconds, the bike comes alive and revs right up and hits the power band, until fuel runs out. If petcock is turned back on....it falls back out.

So just too much fuel correct??? Float adjusting? Needle clip adjusting? I'm heading in the right direction I think, but need a little advice. I went ahead and got a float needle ordered and should have it today.
Thanks in advance for any help anyone can provide.
