2007 RM-z 250 idles but won't rev??

First of all I have little info on the previous owners maintenance records. Bought it as is with what I thought was a lean bog issue but is now boggling me after going through the carb and seeing it has the correct jetting and checking to make sure the correct stator was in the bike. Voltage tested on this and the exciter coil, and coil on the plug[can't think of the term for that one right now] and they all read an above average reading. Not sure how to test the cdi besides swapping it out.
Anyone seen this before?
Pulled the top end to find the bike was re-ringed on what looks like the stock ART piston. I did a simple fluid test to fill the intake and exhaust ports and after an hour I had no leakage through the valve seats.Compression test read a little low but I have yet to do a leakdown test. Don't know how.l know a compression test is inaccurate due to automatic compression release. Did I mention apon buying the bike that I roll the engine over BY HAND MIND YOU to feel the compression and on the second stroke it started up and I have necer seen a bike this size do that. No clue where else to look. Please help
