Hard starting issue

Okay so I bought a 90 GSX600F Katana about 3 weeks ago. A fixer-upper for sure, cosmetically:

After a bit of paint:

Still lots of work needed (no mirrors or front turn signals, tach and fuel gauge dont work). So the bike ran okay when I bought it - started fine, but was sluggish and obviously in need of some maintenance. Cleaned the carbs and replaced the sparkplugs, which were so old and worn down, I'm surprised it ran at all. Ran fantastically after that - like a completely different bike. Needless to say, I was very happy.

So, for some reason, it won't start now without a little shot of starting fluid to each carb. If I do this, it will start up and run fine, but not without it. I'm getting the carbs synched this saturday and am hoping this will help, but any suggestions you guys can make will be greatly appreciated.

If you don't have a working gas gauge, here's what I do.

I keep a container of Spare Fuel with me at all time just in case I run out of gas; my gauge doesn't work either.

Here's the site.

Spare Fuel
