Default 2007 C50 Revving High on its Own

Hello all, I'm new to this group and just recently picked up an 07 C50... I've had trouble getting it to idle correctly since I bought it, either too low and it sounds like it's going to cut out, or it idles way too high... it also randomly idles high or low... no mods, only 4400 miles on it.. today was headed up to get gas and it started revving really high to the point I was afraid the engine was about to blow... it did this without me touching the throttle and was in neutral...I cut out off and restarted and the same thing. I also ran out of gas right after it started doing this, which I knew I was low anyway... after putting gas in it, the issue of really high revving went away but I'm afraid to go any distance on it...I should also add that when I put new plugs in, the ones that came with the bike didn't appear to be very old but had a lot of carbon at the tops...Any one know what may be going on? Thanks!
