Help with 99 Vitara front differencial engage

Help with 99 Vitara front differencial engage
Shifting the lever from 2wd to 4wd engages the front driveline, found a air pump behind the front bumper with a hose to differencial . What powers the air pump??????? as the front diff. is not engaging, it will by removing the hose and supplying air from the garage air compressor. any Ideas???? thanks loads Ron
