Default Dt25c

Morning all.. I have a DT25c three cylinder Suzuki Outboard. Just bought it was going over it and I noticed when Looking in the Carbs with the throttle full open the Throttle plates are Not level at full is this normal? I tried to adjust this but there is a hard stop on the Middle carb that makes contact? Is this the right part on this or did someone before me install the wrong piece? There are no adjustments that I can make to adjust them level as the middle carb controls the position of the upper and lower.
The Motor runs Great but it does not sound like it is really reving out and it is not as fast as 1989 2 cylinder 25 DT that I have also.. Any idea's would be much appreciated here are some pictures of what I am talking about
