Default Need help with c90t

Just got the bike. Itís an 08 c90t. Cranks and runs but doesnít fire on rear cylinder. Oil is spitting out of exhaust on back cylinder and itís popping through the throttle body for the back cylinder. New spark plugs. It has 125psi of compression and it has beautiful blue spark and it IS getting fuel. I did find that the cable for the decompression wasnít Hooked up in the rear and the bracket wasnít in correctly but know I donít know how to adjust it and make it correct. My buddy thinks the exhaust lobe in the back has went flat causing the exhaust valve to not open so it shoots the compression out the throttle body but thereís air pressure coming out of the exhaust. The same amount as the other exhaust. It does look like some one has had the engine removed and has been inside the head recently though. What could possibly cause this?!?!?!
