Default lowering front end of C50

I have successfully lowered the rear of my C50 by 1" by installing longer links. Now I'd like to lower the front end and am having trouble. Has anyone actually succeeded in lowering the front end? I loosened the bolts that clamp the forks to the triple trees. The front end refused to drop down no matter how much I bounced on the bike. Even tried raising the front end on blocks by 6" and then rolling the bike off the "cliff". No luck. It's not just a case of the forks being tight in the triple trees, as I was able to slightly pry the slits in the trees. I think the problem has something to do with those silly chrome sleeves that go over the forks. So has anyone ever done it and what's the trick?
