1981 GS1000GL charging issue

Default 1981 GS1000GL charging issue

Just a quick question. Diagnosing a charging issue with my bike. It charges with between 12.5-13v if RPM is between idle to 2000. At just over 2000 RPM it charges 13-13.5v and then at over 2500 RPM it charges around 12.5v again

I tested resistance of the alternator while it was connected to the bike and it reads 0.70 ohms between the wires. With the bike running and alternator still connected (the wires are soldered together so I didn't feel like cutting them and adding plugs etc) it reads between 12.5 & 13.5 VAC.

Is it the alternator or the regulator?
