2 stroke engines run out of control due to a lean fuel/air mixture - air leak at the intake manifold.
When you re-installed the carb, it may not have sealed properly.
With the engine running, spray WD40 all around the intake where it's bolted to the engine and the carburetor.
If the RPMs change, you found a leak.
