Default 1999 GS500 no-crank no-start

Hi everyone. For the past couple of weeks, I've been fiddling with the electrics on my bike. I think I'm getting close to the problem part, so let me guide you through what's happening:

only the oil pressure light and neutral light light up on the instrument cluster.
headlight, tail/brake light, turn signals, horn, start button do not work
occasionally, bike will suddenly start working, then stop just as quickly (happened twice now)
battery is good, starter is virgin
fuses all intact

I'm 80% positive that the ignition controller has been fried. I can infer this by the motorcycle not changing its behavior when I remove the part. Only issue, is I can't find one that's not bloody expensive, and I can't afford a new one with Christmas and buying a new house. How can I confirm its the ignition controller? Also, if I can't fix it by January, it'll have to be pushed the mile and a half to the new house.
