Default XL-7 cooling fan issues

My ex owns a 2004 Xl-7 w/V-6.It has had an issue with the cooling fan since it was new.Upon starup,The thermostatic fan clutch is fully enganged and makes the engine howl nomatter the engine temp. The cooling fan has an auto clutch that is thermostatically controlled. It is supposed to freewheel when cold and gradually lock up as heat increases ,incresing its cooling by pulling thru more air.It is meant as a gas saving device. It takes horsepower to turn the fan ,so freewheel when cool and lock up when hot.I recently checked the fan on a cold 42 degree day.it was locked up.I drove it for 45 minutes stop and go and pulled over and there was no change. The motor howls like my 77 400c.i. suburban pulling the Cajon pass towing my boat. This car gets **** poor mileage as it is am I believe that this is a factor.Has anyone else had or heard of similar situations?thanks
